PRC Official Statement on Abolishing CPD Law

MANILA, Philippines – The Professional Regulation Commission (PRC) has released its official statement regarding the circulating news about the Senate Bill that aims to abolish the implementation of the CPD Law.

Just recently, false news has been circulating in the internet claiming that the Bill has already been approved and the CPD Law has already been repealed/ abolished.

PRC clarified that the Senate Bill No. 2073 initiated by Senator Ralph Recto or an act to Repeal the Continuing Professional Development (CPD) law is a newly filed Senate Bill and still has to undergo process before it could amend the law.

To quote from PRC official statements,

This is to clarify that the abovementioned is a newly filed pending Senate Bill and still has to pass through the required deliberation, including the counterpart measure in the House of Representatives, before it could amend an existing law.

CPD is essential for any professional to deliver services that comply with the latest standards of quality, efficiency, safety, among others.  It also ensures compliance with regulatory laws, and international commitments by professionals.

PRC and the Professional Regulatory Boards have put in place initiatives to address issues of affordability and accessibility.  Guidelines are being prepared to standardize seminar fees, crediting of professional activities and online courses.

From the enactment of RA 10912, employers and government agencies are encouraged to be CPD providers so that existing capacity building activities could be part of CPD compliance by the personnel/employee.  By September 2018, there are 1,617 CPD Providers and 34,156 CPD Programs accredited. Moreover, informal learning and professional work experience will now be considered as additional sources of credit units subject to the submission of a proof of participation and a narrative of learning outcomes.  Applications for Renewal of Professional Identification Cards (PICs) until the end of 2019 are accepted even without full CPD compliance, provided the applicant undertakes to complete his/her compliance.

    How about those who doesn't have license but still practicing their profession and earn almost the same as a license individual,they are not bothered to take CPD units, where's the quality of service that you want to implement?

    Seminars and conventions should be regulated. As much as possible, these should be conducted in localized areas. Not all professionals can afford to attend national conventions just to earn CPDs.

    Dapat talaga abolish na ito kasi dagdag gastos. Tulad ko wala ako work as Nurse kasi may ongoing case ako sa dole ano pambayad ko sa pagkuha ng CPD.

    CPD does not help. I’d rather pay an online training from an accredited training provider where I can gain knowledge at cost and in a self-directed pace. What this chapter organizer does is more of a business rather than upholding the welfare of the professionals to their professions. I think they are not credible entity to provide trainings as the cost of training is expensive. Keep in mind that not all professionals have this convenience to attend meetings/seminars as this will took their time, (e.g.: being absent at work; or in some case working while on meeting; at the end off the session you take exams and then failed) without a guarantee to obtain a CPD points. Are these chapter organizer’s really feel the burden of their fellow members? Do these organizers feel the way we feel as if we were infested with a parasite that doesn’t have a cure. Why?
