Manila, Philippines (Proclamation May 22, 2019) – The winners and official results of the 2019 Senatorial Elections are available at this website based on the Commission on Elections (COMELEC) official tally.

Official list of winners are highlighted below after the complete accounting of all Certificate of Canvass (COC) following the proclamation by COMELEC.

The 2019 Senatorial election is the 33rd election for aspiring senators in a six-year term service. 2019 Senate Elections were held simultaneously with the House of Representatives (Congressmen) as well as local elections above Barangay level.

1. CYNTHIA VILLAR (Nacionalista)

One of the Senate re-electionists. The wife of former Senate President Manny Villar. She chairs the Committee on Agrarian Reform, Agriculture and Food and Environment and Natural Resources.

She is the co-author of Rice Tarrification Law, Free Irrigation Service to Farmers, among other laws.

She wants to continue her devotion in providing livelihood opportunities to Filipinos as well as providing sustainable and cheaper food among her countrymen.


2. GRACE POE (Independent)

One of the Senate re-electionists. She was the Senate chair on public information and mass media and the former Chairperson of MTRCB.

She is against the death penalty, lowering the age for criminal acts and divorce. Meanwhile, she voted in favor the TRAIN law as well as the extension of Martial Law in Mindanao.

She co-authored the school feeding program, amendment in the Dangerous Drugs Act, among others.

3. BONG GO (PDP-LABAN)

He is a long-time aid of President Duterte.

He is in favor of Federalism. If he wins, he wants to invest in education and sports for the youth to go away with drugs which lead to criminality.

Go also wants to establish Department of Overseas Filipino Workers.

4. PIA CAYETANO (Nacionalista Party)

Cayetano was a former senator (2004-2016), Congresswoman of Taguig from 2016 to present and the speaker of the House of Representatives. She is the sister of Lino Cayetano and daughter of former senator Rene Cayetano.

She is the principal sponsor of the Reproductive Health Law and a proponent of the Sin Tax Law or the RA 10351.

She is against death penalty as well as lowering age requirement for crime liability.

5. RONALD ‘BATO’ DELA ROSA (PDP-Laban)

He was the former chief of Philippine National Police (PNP) and former Director-General of the Bureau of Corrections.

He has implemented the ‘Oplan Tokhang’ or the government crackdown against drug-related activities. He wants to implement death penalty against heinous crimes and drug trafficking as well as lower the age requirement for criminal acts.

6. SONNY ANGARA (LDP)

One of the senatorial re-electionists. He is the representative of Aurora from 2004 to 2013. He is the son of former Senate President Edgardo Angara.

He’s regarded as the father of the TRAIN law or the Tax Reform for Acceleration and Inclusion Act. He is also a strong supporter of the free-college law which aims to reduce the number of out-of-school youth.

7. LITO LAPID (NPC)

Lapid is a popular actor who served in the Senate of the Philippines. He was a former governor and vice governor of Pampanga.

He is the author of Free Legal Assistance Law or the RA No. 9999 as well as the Biometrics Law or Senate Bill No. 1030 in 2010 which aims for the mandatory biometric registration of all registered voters.

8. IMEE MARCOS (Nacionalista)

Imee is the Ilocos Governor and former Congresswoman of the 2nd district. She is the daughter of the former President and dictator Ferdinand Marcos.

Part of her agenda is decreasing the prices of rice up to 27 pesos. She also favors the suspension of the Value Added Tax (VAT).

9. FRANCIS TOLENTINO (PDP-Laban)

Tolentino is the former Chairman of the Metropolitan Manila Development Authority (MMDA) and Mayor of Tagaytay City.

He proposes for a Cabinet department for reconstruction and rehabilitation efforts after every disaster. He also wants to have an administrative center out of Metro Manila

He is in favor of death penalty, same-sex marriage, lowering the age for criminal liability and federalism form of government.

10. KOKO PIMENTEL  (PDP-Laban)

He was the former Senate President and the son of the former Senate President Aquilino Pimentel.

A senate re-electionist who chaired the committee on electoral reforms and people’s participation, trade, commerce and entrepreneurship.

He voted yes for the extension of Martial Law in Mindanao, passage of Bangsamoro Basic Law and passage of TRAIN law.

He is also open in the joint exploration of Philippines and China in the West Philippine Sea. He supports death penalty and federalism.

11. BONG REVILLA (LAKAS)

An actor, former Senator, Governor, Vice Governor and Chairman of MTRCB.

He was also detained for three (3) years for the multi-billion pork barrel scam, along with Jinggoy Estrada and Juan Ponce Enrile.

If he wins, he plans to propose into legislation the Magna Carta of disaster risk management workers.

12. NANCY BINAY (UNA)

The daughter of former Vice President Jejomar Binay and one of the senatorial re-electionists. She is the chair of the Committee on Cultural Communities and Tourism.

She voted Yes for the TRAIN law but later called for suspension after the complaints. She is against the death penalty as well as the lowering the age of crimes liability.

She is the co-author of the National Integrated Cancer Control Act or RA 11215 and Philippine AIDS and HIV Policy Act or RA 11166.

JV EJERCITO (NPC)

Ejercito is one of the Senate re-electionists. He chairs the Senate Committee on health and demography and urban planning, housing and development. He is the former mayor and congressman in San Juan City and son of former President Joseph Estrada.

Like Nancy Binay, he voted YES in TRAIN law but later called for suspension after receiving complaints.

He sponsored the bill for the Universal Health Care Law or RA 11223. He wants to implement death penalty against heinous crimes.

BAM AQUINO (Liberal Party)

Bam was first elected in the senate in 2013, one of the senatorial re-electionists and currently the chair of the Committee on Science and Technology. He is the nephew of the Benigno “Noynoy” Aquino.

He is against the TRAIN Law and filed a resolution to stop excise tax on fuel. He opposed the death penalty of drug-related crimes as well as lowering age requirement for criminal liability.

He is the co-author of the Universal Access to Quality Tertiary Education Act or RA 10931 which provides free tuition for State universities and colleges.

JINGGOY ESTRADA (PMP)

Estrada was elected to the Senate in 2004, a former mayor and actor.

He was detained for three (3) years for plunder case related to pork barrel scam but later released on bail in 2017.

He wants plunder to be punishable by death penalty. He is against the anti-political dynasty law as well as the TRAIN law.

He supports President Rodrigo Duterte in not waging war against China.

MAR ROXAS (Liberal Party)

A former Senator, Congressman, and former chairman of Department of Trade and Industry, Department of Transportation and Communications and Department of Interior and Local Government.

He ran for Vice President in 2010 and President in 2016 but lost.

He receives criticism over the rehabilitation efforts for Yolanda victims as well as the MRT-3 rehabilitation.

SERGIO OSMEÑA III (Independent)

Serge is a former senator and grandson of the late President Sergio Osmeña.

He is against the death penalty but in favor of divorce.

If he wins, he plans to revive the Philippine coconut industry as well as to lower the price of rice.

WILLIE ONG (LAKAS)

A cardiologist with more than 10 million followers in Facebook.

He was an advocate of cheaper medicine and medical advice for his fellowmen. If he wins, he will push on the free maintenance medicine, laboratory tests under PhilHealth.

He is also open in the legalization of marijuana.

He supports death penalty and lowering the minimum age for criminal acts. He also supports the Federalism form of government.

ZAJID MANGUNDADATU (PDP-Laban)

Mangundadatu was the second district Representative of Maguindanao.

He supports the development of Liguasan Marsh which believed to have huge volume of gas deposits. He favors death penalty against heinous crimes as well as lowering the age for criminal liability.

JIGGY MANICAD (Independent)

Manicad is a former reporter and journalist at GMA News Channel.

If he wins, he plans to push for better welfare of media workers in terms of wages and safety. He also plans to work on increasing agricultural yield.

CHEL DIOKNO (Liberal Party)

Diokno was the founding dean of De La Salle University College of Law, the Chairman of the Free Legal Assistance Group and has served as the special counsel in the Blue Ribbon Committee.

He opposes the excises tax in TRAIN law. He believes that longer term shall be imposed to prevent political dynasties. He is against the death penalty for drug-related crimes.

JUAN PONCE ENRILE (PMP)

A former senator and Senate President, former justice secretary and defense minister under Marcos administration and former Representative in the first district of Cagayan.

He faces graft and plunder case over pork barrel scam but granted bail in 2015.

If he wins, he said he plans to amend the excise tax in the TRAIN law, among others.

GARY ALEJANO (Liberal Party)

Gary Alejano of the Liberal Party was a Magdalo-List representative from 2013-2019. He is one of the soldiers in the 2003 Oakwood mutiny and 2007 Manila Peninsula siege.

Alejano filed an impeachment complaint versus President Duterte in March 2017, but later junked by the House of Representatives.

He opposed the death penalty as well as the lowering of age for criminal offense. He also wants to establish a Maritime department that will set maritime framework to defend the country’s territory.

NERI COLMENARES (Makabayan)

Colenares was a former Bayan Muna party list representative and Chairman of the National Union of Peoples’ Lawyers (NUPL).

If he wins, he wants to repeal the excises tax in the TRAIN Law. On labor and wages, he wants to pass a law preventing the contractualization as well as push for the national minimum wage.

He is also against with the extra judicial killings as well as the lowering of age for criminal acts.

VANGIE ABEJO (Independent)

An independent candidate who was endorsed by the Katipunan ng Kamalayang Kayumanggi. Part of her major platform is to strenghten the housing programs especially for informal settlers.

She wants to enhance the anti-poverty programs of different sectors including but not limited to children, farmers, Senior Citizens, urban poor, among others.

ABNER AFUANG (LPP)

Afuang is a former mayor of Pagsanjan, Laguna. If he wins, he wants to push for higher discounts for medicine of Senior Citizens and PWD.

He is in favor of death penalty and ending the political dynasties.

FREDDIE AGUILAR (Independent)

A popular folk singer in the Philippines, composer of the popular hit “Anak”, and an independent candidate whose main agenda is to push for the welfare of the farmers, entertainers, and indigenous groups.

SHARIFF ALBANI (LPP)

Albani was the consultant of Muslim Affairs in Office of the Governor in Tawi Tawi.

If he wins, part of his plans is to push for subway system and more trains for public transport.

RAFFY ALUNAN (Bagumbayan-VNP)

Alunan of the Bagumbayan Volunteers for a New Philippines (VNP)  is a former secretary of the DILG during the Ramos administration. He also ran for senator in 2016 senatorial race but didn’t win.

Parts of his agenda are the increase in benefits of the Senior Citizens, retirees, veterans and Persons with Disabilities (PWDs), reformation of the criminal justice system, death penalty for crimes related to drugs, the anti-political dynasty law, and strengthening the AFP.

MELCHOR CHAVEZ (PMM)

2019 is his fourth time to run for Senator. He ran on 2001, 2007 and 2016 Senatorial bid and lost.

He is against the death penalty and lowering age requirement criminal liability. If he wins, he will push the distribution of land to those without land as well as investigate the land-grabbing incidents.

GLENN CHONG (KDP)

A former representative in the District of Biliran (2007-2010). A lawyer and Certified Public Accountant (CPA) by profession.

If he wins, he will file for the bill requiring authorities to release documents to victims family (if asked) within 24 hours of crime.

He also supports the Federalism.

LEODY DE GUZMAN (PLM)

He is the chairperson of the Bukluran ng Manggagawang Pilipino.

If he wins, he vows to end the contractualization as well as the TRAIN Law. He is also against the death penalty and the way President Duterte is addressing the drug problems through killing.

LORENZO GADON (KBL)

A lawyer, supporter of former President Marcos. He run on Senatorial race back in 2016 but didn’t win.

Shall he be one the 12 winning senators, he will push for lower electricity charges.

Gadon is in favor the death penalty.

FLORIN HILBAY (AKSYON)

He was a former Solicitor General under the Aquino administration and professor at UP Diliman.

Yes on the stand of contractualization, divorce and same sex marriage. He is against the federalism.

ROMULO MACALINTAL (Independent)

Macalintal is one of the independent candidates. His agenda include increasing the discounts and benefits of senior citizens.

He is against the TRAIN law and same sex marriage.

ERIN TAÑADA (Liberal Party)

Tañada is a former Congressman of Quezon (fourth district).

If he wins, he plans to return and distribute the coco levy fund to farmers as well as push for the national minimum wage.

He is in favor of divorce but against in the same-sex marriage, death penalty and lowering the age for criminal liability.

Twelve (12) winners of the 2019 senatorial race will join the winners of the 2016 senatorial elections and will form the 18th Congress in the Philippines.

Winners will serve up to June 30, 2025.

Seven (7) incumbent senators will vie along with the rest of Senatoriables. Sonny Angara of Laban ng Demokratikong Pilipino (LDP), Bam Aquino of the Liberal Party (LP), Nancy Binay of the United Nationalist Alliance (UNA), JV Ejercito of the Nationalist People’s Coalition (NPC), Koko Pimentel of the PDP Laban, Grace Poe (Independent) and Cynthia Villar of the Nacionalista party.

Several candidates run Independent or with no political party. To name a few are Vangie Abejo, Freddie Aguilar, Romulo Macalintal, Jiggy Manicad, Sergio Osmeña III and Grace Poe.
