PRC CPD Unit Requirements for Teachers, Nurses, Engineers and Other Professions




MANILA, Philippines - PRC amended few provisions in the Resolution No. 2013-774 Series of 2013 or the Revised Guidelines on the Continuing Professional Development (CPD) program for all Registered and Licensed professionals through Resolution No. 2016-990 series of 2016. Parts of the amendments include the creation and composition of two (2) members for CPD Council (Section 5 of Section 2), completion of the required CPD units every three (3) years of registered and licensed professionals or as specified in their Professional Regulatory Law (Section 19 of Section 5), amendments on qualifications for accreditation of CPD providers (Section 14 of Section 4), maximum creditable units for self-directed and/or lifelong learning (Section 20 of Section 6) and quality assurance review (Section 7).

PRC emphasized that CPD unit requirements for all professions (teachers, nurses, engineers, dentists, among others) have to be complied pursuant to Resolution No. 2016-990.

As per the latest announcement from PRC, the requirements for CPD units for renewal of PRC ID will start on March 2017.
The Continuing Professional Development Program Management Committee (CPD-PMC) of the Professional Regulation Commission clarifies that Continuing Professional Development (CPD) as mandatory requirement in the renewal of professional license under Section 10 of R.A. 10912, otherwise known as the CPD Law of 2016, shall be implemented after the effectivity of the Implementing Rules and Regulations (IRR) of R.A. 10912 which will be in March 2017. Thereafter, the CPD Council for each regulated profession shall issue its Operational Guidelines to implement the general IRR for its profession.
PRC emphasized that Registered and Licensed Professionals shall comply with the law. As quoted from PRC,
If you did not comply, then you will not be permitted to renew your license. Practicing your profession without an updated license is punishable by law. As stated in the law, CPD is a mandatory requirement in the renewal of Professional ID Card (PIC). If a professional fail to comply with this, he/she will not be able to renew her PIC. Also, as stated in the law, RA 10912, Article 3, Section 13, "All concerned government agencies and private firms and organization employing professionals shall include the CPD as part of their human resource development plan and program". Your employer should be able to help you comply with CPD as well. Another thing, there are a lot of ways you can earn CPD Units and it is something to be done in a span of 3 years or your next renewal.
OFWs are not exempted. As quoted,
OFW professionals also need to comply with the CPD units requirements. You can earn CPD units abroad provided that you have supporting documents to prove it. The CPD council for your profession will dictate the equivalency of such seminars.

  4. Here in KSA, we are also earning CME hours from seminars, this is to comply with the requirements for our license(saudi) renewal. How to know the equivalency of these seminars?

  5. Eh...kung bawal pala sa batas makapag practice ng profession na hindi na rerenew ang license, eh dapat pagbawalan din yung mga hindi licensed...ang unfair kaya. May iba nga hindi nga civil engineer and worst pa ay hindi man lang engineering degree yong natapos ay nakakahawak pa ng mga dpwh projects....dapat siguro i require ng govt na ang hahawak lang ng projects ay yung licensed...

    3. tama. kahit saang profession dapat bawal ipractice yun nang walang lisensya tutal nagpapahirapan na rin lang eh. kahit sa pagututro, dapat di pwede magturo ang non-LET passers.

    4. I definitely agree on this statement. Hindi naman po sa pagmamasama sa mga hindi license. Pero po unfair talaga kung yung isang BS graduate na hindi lisensyado e pupusisyon sa isang designation ng isang licensed professional.

Kung kailangan namin nang cpd units para maka-renew at maka-trabaho sana po yung mga hindi liscenced at not in line sa work nla ang kanilang profession ay pagbawalan din.. Andami nyan sa government like us social workers. Andaming hindi social workers sa dswd mabuti pa sila di na kailangan nang cpd units

  12. Asan ang list nila ng mga accredited na seminars na may CPD units? Para naman hindi pinagisipan ito ng mabuti. Daming walang pang trabaho, kakarampot yung sweldo, hindi na pinapraktis yung tinapos dahil wala namn maapplyan tapos may ganito pa.

    So magconstruction na lang lahat kami? Ganoon ba gusto nila?

    1. Lawyers are not under the Professional Regulation Commission, so the CPD act does not apply to them, their practice is governed by the supreme court.

  18. Trillanes is the culprit to this burden to us professionals. Inggit lang yan, palibhasa hindi siya professional. He does not maintain a professional identification card to be renewed every 3 years kaya wala siyang pakialam. Akala yata niya pag professional maraming pera. Akala rin siguro niya na kagaya niyang corrupt ang mga professionals. Eto namang mga officers ng mga Accredited Professional Organizations did not even try to oppose and defend those professionals who just earn a meager salary and could hardly make both ends meet. Wala man lang consultation sa mga APO members. One cpd seminar a year is fine with us. Mabuti sana kung libre, hindi naman. Pinagkakaperahan lang tayo. Siguro kasali rin si trillanes sa mga nakikinabang sa cpd seminar fees natin.
    Malaking abala rin po yan sa mga nasa academe who have to earn 120 units dahil po masasakripisyo yung klase nila just to attend seminars. Ang mga nagtuturo po ay hindi lang sa workplace nagtratrabaho, hanggang bahay po dala ang trabaho. Weekdays man o weekends ang seminar, apektado pa rin po ang trabaho ng mga guro. Therefore; a once a year cpd is more than enough.

  21. Implemented this March 2017 but if we renew the license this month (March), kailangan pa rin pa ng CPD units?as in all the required CPD units like 45 units for engineers?

    1. Pls apply this month. NO CPD needed. Actually, CPD is money making machine. We don't learn much. We just attend to earn credits but learn nothing.

  22. Hindi development ang tinatahak ng mga 'to, grabe lang. Talagang manggagaya lang nga ang Pilipinas sa mga ipinapatupad na batas. Buti sana kung wala na tayo sa "Developing Countries," eh pang mga "First World Country" ata 'yang batas na 'yan. Una, kinunsulta ba mga teachers? Other professionals? In possitions etc? Tapos implemented agad, sino ang mga nagpulong? Parang hindi naman naka-align sa mga field, tapos mga PhD or EdD degree 'yang mga gumawa niyan partida, anyare? Quality pa ba ang kino-consider o para lang pagkakitaan? Tama 'yung nabasa ko, puro program wala namang quality services ... tapos ganito pa gusto nilang mangyari. Ano 'to? Para lang may masabing "development" na ipinatupad? Maganda nga ang layunin, pero sa tingin ko maraming magsa-suffer, especially yung below millennials na grumaduate na bachelor degree na hanggang ngayon wala pang trabaho. Another point, we are living in humanity, ano ... puro pag-aaral na lang gagawin natin? Inisip ba nila na may personal life din tayo bukod sa ating career ... if so, baka sila ang walang pamilya, or others na pagkakaabalahan nila. All of these are just comments, na-bother lang ako kasi konti lang ang nakakaalam nito.

    1. totoo.. at yong 45 units every yearlagpas nga yan na required units ng masterals at PhD... mY God ano na ang iniisip ng nasa pwesto? nagdedemand sila ng kung ano ano di naman nila alam kung paano iaddress ang problema sa sahod ng mga teachers...kakarampot na nga ang sweldo mag aaral ka pa...kabaliwan... puro aral na lang gawin natin wag ng magtrabaho... kaletsehan to... kung ganito gusto nila lalo na sa mga teachers well mag open sila ng maraming items ng Master Teachers para talagang may silbi tong CPD na to.. kabaliwan at kalabisan na to.. saka dapat dagdagan ang term ng expiration ng license at hindi every three years... baka pwedeng gawing 5 years or 10 years pa

  23. Kausapin nalang natin ang mga congressmen o senador na marepel ang law na yan total sa previous administration pa yan pinasa at pumasa lang dahil sa nag lapse into law na walang president (Pinoy at Digong) na pumirma diyan.

  26. Masuwerte ang mga professionals na employed sa company o government institution at may financial support pag nag attend ng mga seminar/convention para maka-earn CPD units. Yong mga di regularly employed sarili mong gastos. Ang mga APO accredited seminars naman bihira lang sa mga probinsya kaya malaki ang gagastosin mo sa travel expenses kung malayo ka sa lugar ng seminars.

  32. Sana kung manggagaya sila eksakto. Sa developed na bansa,may mga monthly subcription ang mag registered professionals. May mga advise to earn credit units. Madami din free seminars. Iba naman ang scenario sa atin. PAHIRAP MASYADO ITO!!

  37. Sana pinag-aralan muna maige ang batas na ito! Paano if di nagagamit na profession mo, so meaning sayang lang lahat ng pinaghirapan mo ng ilang taon dahil di kana makakakuha ng trabaho dahil di ka makarenew ng license mo dahil sa wala kang CPE? Eh kamusta naman halaga ng mga seminars? Hay naku puro kayo pahirap sa mga mamamayan!

  38. Dapat baguhin din ang certificate na issued ng PRC dahil pag nakapasa ng Board Exam nakalagay doon na considered ka na professional for life unless revoked by PRC for cases na listed doon sa law. At di puedeng marevoke and certificate dahil di ka nakaearn ng CPD.
    Ang opinion ko ay dapat gawin lang ang CPD requirement ng mga employer o sino man mga gusto mag hire ng services ng "world class" professionals. Kung wala kang CPD less priority ka sa hiring o ano mang professional service na ipagawa. May mga company na nag employ ng mga professionals na ang tinitingnan ay ang devotion mo sa trabaho. Kung nakakuha ka ng license dahil may CPD units ka pero di ka naman devoted sa trabaho sino ngayon ang choice ng company?

  39. kahit anong siminars training ma cpe,cpd pa....ang hantungan money,money......ang mga seminars na yan boring sa akin dahil hindi naman yan nakakatulong sa pagkain ng ating familya....ang nalalaman natin dyan..kainan lang at yabangan ng mga project, bagong sasakyan nila magarbong stado sa buhay at sa mga official na andyan sa position....

  40. Talaga bang implemented na ito? Paano n nga lang kung walang trabaho? Tas pamilyadong tao? Pag di kami nakarenew ng license, mas lalong wala kaming makukuhang trabaho. Sa pakana nilang ito, madadagdagan lang ang mga mahihirap at maghihirap.. buti sana kung sagot nyo yung mga gastos. Ni hindi nga aware pa yung iba, at kung aware man sa pakana nyo, e wala namang pang suporta sa hinihingi nyo.. hustisya naman para sa mga professionals na gustong magkaron ng magandang bukas, pero tila srado ang mata at tenga ng kung sino man ang nagpatupad ng batas na ito.

  41. Paano na lang yung mga teachers na 7k lang ang monthly salary? Saan kami kukuha ng pera para sa mga gastos sa CPD na yan eh 7k ay kulang pa nga para sa mga panggastos sa daily needs namin? Ano yun, aral kami nang aral pero di na kami kakain ng mga pamilya namin? Palibhasa kasi mga corrupt kaya mapepera ang mga nag-implement ng batas na yan kaya di n'yo nauunawaan yung problemang ibibigay n'yan sa amin.

  42. Maganda naman ang CPD kaso ang mahirap lang is UNITS ang gusto nila..sana ginawa lang nila is HOURS lang..kasi sa ibang bansa is HOURS lang ang kailangan nila like dito sa UAE ang Doctors yung CME nila is need of 40hrs lang for their license to renew..

  44. This new law is great. I mean this is for the professional growth of all the professionals. However, the government must assure us that there will be available training and seminars. Alam naman po nating lahat na willing naman po kami ma-train pero po if wala naman pong magbibigay ng training at seminar paano naman po kami makaka-comply sa policy? There are training and seminars given by different institutions pero po minsan limited din po ang nakakakuha. I work in an institution. There is this training given by an accredited CPD agency. Three (3) consecutive years of their training then you have 45 CPD units. Nice po di ba? Kaya lang po ang nakakapunta lang po sa training na yan are those people that are endorsed by the head. If your head does not want to endorse you for the training then you cannot join. You have to look for other training on your own. I know this policy is for the development of all professionals. Mainam naman po ito sa lahat subalit sana po tignan po muna ng gobyerno ang mga ilang issue na kasama sa pagpasa ng batas na ito.

  49. Okay, let us pretend for one fleeting moment that I wholeheartedly agree with the CPD program. In that case, why not make all seminars and workshops count as "Continuing Professional Development"? There are several institutions and universities in the Philippines that offer marvelous workshops, so is there any particular reason we can only get from accredited institutions? Or does that not count as "continuing professional development" if it is not from an accredited location? That being said, I do not agree with the CPD, but if you want to continue this, I wish you could count other seminars that actually are also about continuing professional development.

  50. 120 CPD units pag CPA? wow. Ganun ba kalaki ang sahod ng mga CPA para maafford yan, especially sa mga nasa entry level palang? Mabuti siguro kung magbibigay ho kayo ng libreng seminar or training. Wala po sigurong aangal.

  51. bakit binalik ang CPD units na yan?? why?? nangogolekta lang kayo ng pera. isipin nyo naman sa mga nagtratabaho sa mga private sectors, ang liit na nga lang nang salary nila,, tapos kailangn ba mag atttend ng seminar na pagkamhal mahal, at saka hindi sapat ang salary kapg nagwwork sa private sector.

D paba sapat na pnagsisilbihan namen ang bansa naten.cpd is just a word...nagsurvive naman ang pilipinas decades ago without this cpd..very insignifant,injustice and unfair(im talking about the money involve here,but the word itself,very advantageous sa part nateng mga professionals)specially sa mga nagpapakahrap na volunteers na wla man lang kilos na nangyayari sa ating gobyerno na sna pagkapasa ng board or bar exam na yan ay may standard salary na agad tayong iexpect..tapuz my mga discrimination pang nangyayari pag low profile ka(nangyayari ito sa government) sasavhng,"tatawagan knlang namen hah..just wait for our calls"...mahirap po ang magapply para sa kaalaman nung nagimplement netong cpd na to...implement nyo muna ang #novolunteerism!!
    Employed nyo muna ang lahat ng wlang trabaho..solusyunan nyo muna ang dapat bgyan ng pansin..wag ganito mga bes hah..pinoy tayo..ndi kami ibang lahi para tratuhing ibang lahi..sa bandang huli kami din ang magaalaga senyo sa Hospital...
