Who are Exempted in Civil Service Exam (CSE)? List of CSC Eligibilities

MANILA, Philippines – Who are exempted in taking Civil Service Exam – Pencil and Paper Test (CSE-PPT)? Am I already qualified? Is there really an exemption? What are the requirements and process in securing Civil Service Eligibility Certificate? These are just some of the most common questions being raised by interested applicants who want to work in Philippine government and have a Civil Service Commission (CSC) eligibility.

Passing the CSE-PPT is one of the basic requirements in securing any first and second level government positions in the country.

Hi im an incoming fifth year Industrial Engineering student, am i allowed to take the CS exam on August 6 2017 even im not yet graduate?

  • MELISSA PEDROSO Mar 29, 2017 @ 7:30

RA 1080 clearly states the following are exemption from Civil Service Exam/Eligibility:

    Engineering Sciences
Biological Engineering, Manufacturing Engineering, Ceramic Engineering, Materials Engineering, Computer Engineering, … "Industrial Engineering"…

I am an Industrial engineering Graduate meaning I am exempted from the CSE, and I can work in a government sector with taking the Civil Service Exam?

    • Anonymous May 30, 2017 @ 5:31

      Hi,

I think RA 1080 tackles the "Board/Bar" Eligibility. Unless you're a board or bar passer then you can acquire a civil service eligibility even without taking the Career Service Examination.

Meanwhile, from your pointed field of study, I believe it is discussed under "Scientific and Technological Specialist Eligibility (STSE)" pursuant to P.D. No. 997 (and not RA 1080). In addition, I think you can acquire a civil service eligibility even without taking the Career Service Examination if you're at least a Bachelor's degree in areas listed above AND MEETS ANY of the following additional requirements:

      – At least three (3) years of continuous experience in research and/or teaching in the pertinent field, which may include specialized training in research, or teaching experience at the college level in one’s major field or field of specialization, or completion of a patented invention; or

      – Has earned a master’s or doctorate degree in any of the fields of study enumerated above.

On that note, STSE will not be granted to you if you didn't fulfill any of the additional requirements.

Thank you for info, but just want to ask, I'm a Bachelor's Degree in Information Technology and rendering two(2) years in government service as Job Order(JO for the position of Computer Programmer 1, if I reach the 3 years requirements, does it mean I'm eligible? Our Company is under in Research and Development Institutions (RDIs) but i'm not in the research industry because we create, enhanced and maintained different Information System of the company that they've used. Thank you. and Godbless

    • Anonymous May 30, 2017 @ 10:09

      Hi,

For your reference of R.A. 1080 Section 1,

Section 1. The bar examinations and the examinations given by the various boards of
examiners of the Government are declared as civil service examinations, and shall, for
purposes of appointment to positions in the classified service the duties of which involve
knowledge of the respective professions, except positions requiring highly specialized
knowledge not covered by the ordinary board examinations, be considered as equivalent to
the first grade regular examination given by the Bureau of Civil Service if the profession
requires at least four years of study in college and the person has practiced his profession
for at least two years, and as equivalent to the second grade regular examination if the
profession requires less than four years of college study.
